You. The instance is created in your own Akamai (Linode) account and billed to you directly.
What can the Personal Access Token do?
Only what DotDeployer needs to provision and manage Linodes. It's encrypted at rest, and you can revoke it from Linode's Cloud Manager at any time.
Is this the same Linode people have used for years?
Yes — Linode is now sold and billed under the Akamai brand, but the compute product and API DotDeployer talks to are unchanged.
